‘No more ties with Duterte’ – BAYAN-Bicol condemns CA rejection of Ka Paeng

LEGAZPI CITY – There will be no more alliance of progressive organizations with the Duterte administration according to Bagong Alyansang Makabayan (BAYAN) – Bicol denouncing the rejection of the Commission on Appointments (CA) to the ad interim appointment of DAR secretary Rafael ‘Ka Paeng’ Mariano.

Affiliated progressive groups of BAYAN in the region hit President Rodrigo Duterte in doing nothing to support his appointees from the left.

Ka Paeng was the second left-leaning cabinet member appointed by Duterte that has been rejected while former DSWD secretary Judy Taguiwalo who was also nominated by the NDFP was rejected last month. Even Gina Lopez as DENR chief was also rejected because of her strong stand on mining issues in the country.

“The rejection of Ka Paeng as DAR Secretary ultimately cuts the remaining fiber of the alliance of progressive groups in the Duterte administration. The US-Duterte regime totally reveals itself as the fascist, imperialist puppet, anti-people, anti-democratic, anti-nationalist and an advocates of neoliberal policies in the country,” BAYAN-Bicol spokesperson Dan Balucio said.

“It is no surprise that the CA for the third time again failed the masses especially the farmers in giving them the right person who will genuinely serve, protect the rights and fight for their grievances,” said Nelsy Rodriguez of Bayan Camarines Sur.

According to Rdoriguez, President Duterte lost stellar and exemplary public servants in his administration.

“CA once again ruled in making sure that the Department of Agrarian Reform will serve and protect the Oligarchs and the Landlords. This was what they call victory for the neoliberals in the regime, corrupt bureaucracy and the de facto military junta and their masters,” Rodriguez said.

“In a Bureaucratic system where it continuously support and tolerate traditional politics and neoliberal policies, it is a blatant proof of patronage to the the bureaucratic capitalism and to follow the US Imperialism to secure their position and spread its rotten system down to every department,” Rodriguez added.

Fabricated reports to reject Ka Paeng

According to the Student Christian Movement of the Philippines (SCMP) in Camarines Sur, although Mariano’s rejection was expected, allegations that was thrown to him during the hearing was unacceptable for them.

It was after DAR secretary Rafael Mariano was linked to the New People’s Army attack on Firm in Davao City and also to an underground group of farmers, which Mariano had already denied.

According to Kodao report, Duterte cabinet led by Department of National Defense secretary Delfin Lorenzana and Armed Forces of the Philippines Chief of Staff Eduardo Año connived with Mayor Duterte-Carpio in leading the governors of Davao del Norte, Compostela Valley, Davao Oriental and Davao Occidental, through the Davao region’s Regional Development Council (RDC XI) and Regional Peace and Order Council (RPOC XI) in blocking the confirmation Ka Paeng.

The Kilusang Magbubukid ng Pilipinas (KMP) told Kodao that Davao City Mayor Sara Duterte-Carpio was among those who opposed Mariano’s confirmation because her husband Atty. Maneses Carpio is a legal counsel of Lapanday Foods Corporation (LFC).

“The Lorenzo family (owners of LFC) and Lapanday strongly contested Mariano’s installation of 153 farmer-beneficiaries of the Madaum Agrarian Reform Beneficiaries Association Inc. (MARBAI) to the lands grabbed by Lapanday in Tagum City,” KMP said.

The Lorenzos also acquired the controversial Hacienda Luisita in Tarlac from the Cojuangco family.

KMP said the document was based on fabricated “intelligence reports (that) smacked of a witch hunt that has been a feature of the Duterte government’s dirty and bloody counter-insurgency program.”

“Landlords like the Lorenzos and the Cojuangco-Aquinos have wrestled their way to get back control of DAR to favor and protect their interests,” KMP said.

“Ka Paeng’s Rejection is a proof that a genuine land reform will not be happening under this puppet administration,” said Jastine Escuro of SCMP Camarines Sur. “The decision only showed that the US-Duterte Regime’s purpose is not to serve the peasants and the toiling masses but to protect the interests of the landlords and oligarchs.”

According to Rodriguez, the interest of the capitalist always prevail because of the Puppet Regime, but the people will never stop from demanding and fighting for what is supposed to be for the masses.

“We will still continue to fight for our land and to the genuine agrarian reform. We will make sure that his initiatives will not be wasted,” said Norberto Autor of Kilusang Magbubukid ng Bicol (KMB).

SCMP-CamSur calls on the Bicolano Christian Students and Youth to continuously unite and fight with the peasants for their right to have their own land and against the intensifying state fascism against our farmers.
